Energy Facility Siting Council to Meet Virtually September 18, 2026
SALEM — The next regularly scheduled meeting of Oregon’s Energy Facility Siting Council will be held online on Friday, September 18, 2026. The main items on the Council’s agenda include:
Oregon Trail Solar Amendment 2 – Final Decision (Action Item) – Chase McVeigh Walker, Senior Siting Analyst. The facility is an approved and in construction 41 MW solar photovoltaic power generation project. Request for Amendment 2 seeks to transfer and split the site certificate, allocating previously approved battery storage to a new site certificate with a new certificate holder. The facility is located in Gilliam County, 7.5 miles south of the City of Arlington. The parent company is Avangrid Power, LLC.
Yellow Rosebush Energy Center (Action Item) – Jesse Ratcliffe, Oregon Department of Justice Senior Assistant Attorney General, Natural Resources Section, General Counsel Division. The proposed facility includes 800 MWs of solar photovoltaic power generation components within a site boundary of 8,075 acres in Wasco and Sherman counties, approximately 9 miles east of the City of Maupin. The parent company is Savion, LLC.
